The purpose of this paper is to extend and validate the unified theory of acceptance and use of technology UTAUT for investigating the effect of transparency on the adoption of e-Government in Indonesia from the perspective of citizens. A comprehensive review of the related literature leads to the development of a transparency-focused conceptual model to better understanding the adoption of e-Government. Structural equation modelling is used for analysing the data collected from the citizens in Indonesia. This study confirms that performance expectancy, effort expectancy, social influence, facilitating conditions and transparency are the critical factors for evaluating the citizen adoption of e-Government in Indonesia. In addition, transparency is found to be the strongest factor that influences the decision of Indonesian citizens to adopt e-Government. From the theoretical perspective, the use of the UTAUT model is extended by incorporating the transparency factor that is vital to the adoption of e-Government in developing countries such as Indonesia.
Investigating the influence of transparency on the adoption of e-Government in Indonesia
This paper is available online at www. Researches in electronic government have indicated a number of organizational barriers that hinder the adoption and implementation of electronic government. This paper proposes a research framework for analysing how organizational barriers influence the adoption and implementation of e-government at local levels. The framework is constructed based on four organizational dimensions; adaptability, involvement, mission, and bureaucracy drawn from organizational theories and e-government literature. We found that organizational barriers which are identified in major e-government literature link to the dimensions of organizational culture and effectiveness.
This research focuses on human resources management development of Sorong City in connection to electronic-based service governance. Particularly, this research aimed an in-depth analysation of how far Expected Benefit, Complexity of Use, Social Influence, Trust Factor, and Supporting Factor affect Behavioural Intention in terms of to use e-Government as electronic-based internet media. This research carried out both quantitative and qualitative research methods. All variables in the research were operationalised into indicators and used as the basis in designing the questionnaire. The results show that there were only three factors out of 5 factors that have a positive and significant impact on Behavioural Intention in terms of utilising e-Government as electronic-based internet media.
